Decidim

About Decidim

Decidim is an open-source digital democracy platform for discussing the future of a community and widening the circle of dialogue. It was developed in Barcelona, Spain, in 2016. In Japan, since 2020 it has been used by more than 30 national ministries, local governments, companies, universities and organizations.

Anyone with an account can take part in discussions online. Decidim offers a space for dialogue that is easy to join and makes decision-making visible by publishing its history. Code for Japan is the only official Decidim partner in Japan and supports its introduction and operation.

Features

  • Accessible online: join from a smartphone or computer, anytime and anywhere.
  • Many ways to participate: proposals, comments, surveys, voting and event management to support dialogue and consensus building.
  • Transparent process: every post and exchange is recorded and published, so anyone can follow the discussion and its background.
  • Open source and extensible: developed around the world and customizable to each need.

Examples in Japan

  • Shinagawa City, Tokyo: online proposals and surveys combined with workshops led to the Shinagawa Residents' Disaster Preparedness Charter, adopted on March 11, 2026, 15 years after the Great East Japan Earthquake.
  • Kakogawa City, Hyogo: many young people take part in the city's smart city efforts, including online proposals and on-site workshops on the area around JR Kakogawa Station.
  • Nishiaizu Town, Fukushima: residents share everyday observations and proposals about their town.
  • Inochi Forum: used for dialogue across generations following the Inochi Declaration issued at Expo 2025 Osaka, Kansai, and as the forum's official website.
